WEAVERVILLE / TRINITY COUNTY — November 7, 2026. The California State Water Resources Control Board has committed to a future public scoping workshop on Trinity River instream flows, temperature and fisheries protection following testimony by tribal representatives and rural residents at an October 29 hearing.
What the commitment actually says
The board’s resolution directs staff to convene a workshop within one year after completion of an ongoing Trinity River Endangered Species Act reconsultation process, and no later than two years after adoption of the Bay-Delta Plan updates. The workshop is meant to coordinate with tribal interests, Trinity and Humboldt counties, federal agencies and other participants. It is not a water-rights decision or an immediate order changing river releases.
Why the debate was heated
Tribal speakers and environmental advocates argued that diversions and river temperatures can threaten fish and communities that depend on salmon. They sought stronger commitments to minimum flows, water-rights review and water-temperature standards. The Klamath-Trinity river system connects tribal, ecological, agricultural and municipal interests, making regulation contentious.
Different assessments of the outcome
Trinity County representative Trent Tuthill described the workshop commitment as progress toward further evaluation. Advocates, including Communities United for Water Protection, said it falls short because it lacks firm protections and the stronger hearing process they sought. State Board members debated competing resolutions before adopting the language.
Residents can follow the State Water Board’s public agendas for a formal workshop notice. No exact workshop date was established in the report.
